Why start a business in Dubai?

Dubai and the UAE offer a highly accessible and internationally focused business environment. A significant proportion of new businesses are established by overseas entrepreneurs, and around 85% of the UAE workforce consists of foreign nationals, reflecting the country’s global appeal and openness to international investment.

Business activity continues to expand across the UAE, supported by strong economic growth, rising foreign investment, and increasing demand for company formation. According to the International Monetary Fund, the UAE economy is projected to grow by around 5% in 2026, driven largely by non-oil sectors such as finance, trade, construction, and technology.

There are several reasons why entrepreneurs continue to choose Dubai to start a business. The main benefits are:

Low tax

The UAE offers a competitive tax environment, with 0% personal income tax and a 9% corporate tax rate applied only to profits above AED 375,000.

Vibrant economy

The UAE is one of the largest economies in the Arab world, with a GDP of approximately $550–$600 billion (around AED 2 trillion). It is widely recognised for its diversified economic model, with strong contributions from sectors such as finance, trade, technology, tourism, and construction. This breadth of activity allows businesses to operate across a wide range of industries.

Great quality of life

The UAE consistently ranks among the world’s leading countries for quality of life and economic strength. In the latest U.S. News Best Countries rankings, it placed within the top 20 globally and ranked as the highest-performing country in the Arab world, reflecting its strong infrastructure, safety, and business environment.

Startup support

The Emirates is home to many startup incubators and funding initiatives designed to accelerate business growth.

The Future of Business in Dubai

According to the International Monetary Fund (IMF), the UAE economy is projected to grow by around 5% in 2026, following strong growth in 2025. This expansion is driven by continued development in non-oil sectors and increased economic activity across key industries.

If this makes you curious about how to start a business in Dubai, you’re not alone. The good news is that company formation can be straightforward if you follow the steps below.

How to Start a Business in Dubai – The Company Formation Process

Choose an Industry

The UAE offers numerous industry opportunities, but many zones allow only specific business activities. For example, Dubai Media City caters to media businesses, while DIFC is focused on financial institutions.

Although some free zones are becoming more flexible, being close to businesses in your sector and near logistics hubs is often beneficial, especially for import/export ventures.

Choose a Location

You can set up a business in either the mainland or a free zone, depending on your target market and operational needs. Free zones typically offer:

  • 0% corporate tax on qualifying income (subject to free zone regulations)
  • 100% foreign ownership
  • 100% profit repatriation
  • No currency restrictions
  • Customs duty exemptions on imports and exports within the free zone

Mainland businesses can trade directly within the UAE market and internationally without restrictions. In most cases, foreign investors can now retain 100% ownership, although certain regulated activities may still require local involvement or approvals. Virtuzone can support with structuring options where required to ensure compliance while maintaining operational control.

Choose Your Company Name

Ensure the name complies with UAE rules: no offensive or religious terms, and personal names must be full and of an actual owner or partner. No abbreviations or initials allowed.

Complete the Incorporation Paperwork

You must submit your application, passport copies of shareholders, and possibly other documents like a business plan or NOC. For mainland companies, capital requirements and a Memorandum of Association are also necessary.

Submit your documents to the Department of Economic Development. Once processed, you’ll receive your trade license.

Apply for a Licence

Licenses are issued once documentation is approved. You’ll typically need an application form, passport copies, and sometimes a business plan.

Open a Bank Account

After receiving your license, you can open a corporate bank account. Options include:

  • Emirates NBD
  • ADCB
  • Commercial Bank of Dubai
  • HSBC, Citibank, Barclays

Be prepared to disclose your business activity, volume, expected deposits, revenues, and key clients or suppliers. Setup takes 2–4 weeks.

Apply for a Visa

Once licensed, you can apply for visas for yourself, staff, and dependents. The process involves:

  • Entry permit
  • Status adjustment
  • Medical fitness test
  • Emirates ID and visa stamping
